MUNICIPAL CONDUCT
Sheppard Solutions is an approved trainer with the Government of NL, Department of Municipal and Community Affairs, to deliver mandatory orientation training (Module 1) to municipal councillors and staff.
The Municipal Conduct Act (MCA), enacted on September 1, 2022, governs conflict of interest, ethical behaviour, and professional conduct. S. 21 of this Act requires Councillors and CAO's / Town Managers in the province of Newfoundland and Labrador to complete mandatory orientation training within the time period prescribed in the regulations.

Duration
Module 1 training is ~2 hours and can be delivered virtually or in person.
Note: The Towns and Local Service Districts Act (TLSDA), enacted on January 1, 2025, replaced the Municipalities Act, 1999.
